Bryan Paterson began his political career in 2010, running for City Council in the Trillium District. Elected as the 96th Mayor of the City of Kingston in 2014, he was re-elected in 2018 and again in October 2022 for a third term. As Mayor and Chair of the Board of Directors, Bryan uses his economist background to drive growth and enhance the city’s quality of life.

In his current term, Bryan is addressing housing affordability and homelessness through innovative community partnerships and collaboration with other levels of government. He prioritizes creating new spaces to support business growth and housing, fostering regional cooperation to enhance transportation and economic development, and advancing food security and sustainability initiatives. Bryan also aims to attract more family physicians to Kingston and keep annual tax rate increases among the lowest in Ontario.

Bryan has been a Kingston resident since 2000, earning his Master’s and PhD in Economics from Queen’s University. He serves as an Assistant Professor at the Royal Military College of Canada and lives in Kingston’s West End with his wife, Shyla, and their two sons, Judah and Micah.

Lanie Hurdle

Lanie Hurdle is the Chief Administrative Officer for the City of Kingston, where she leads the implementation of City Council’s Strategic Plan and collaborates with local agencies, boards, post-secondary institutions, and community partners. Lanie joined the City in 2006, having previously held roles as Commissioner of Community Services, Director of Recreation and Leisure Services, and Director of Project Development. She has served as CAO since 2019.

Lanie holds a Bachelor of Arts in Communication Studies from the University of Windsor and has over 23 years of experience in municipal management. Her expertise spans strategic planning, economic development, community planning, capital infrastructure development, public engagement, financial management, and organizational change.

David Fell

President and Chief Executive Officer

David Fell has been the President and Chief Executive Officer of Utilities Kingston and Kingston Hydro Corporation since January 2022. In this role, he steers the organization’s strategic direction, prioritizing the delivery of reliable utility services while fostering innovation within the sector.

David holds a Master of Business Administration from Queen’s University and an Honours Bachelor of Arts in Philosophy from McMaster University. Before joining Utilities Kingston, David served as the CEO of the Eastern Ontario Regional Broadband Network (EORN), where he managed a $400 million investment to expand high-speed broadband access in rural communities. His leadership at EORN was instrumental in bridging the digital divide across Eastern Ontario.

Earlier in his career, David co-founded and served as Vice President of Operitel, an eLearning software company recognized as one of Canada’s Top 100 fastest-growing companies by Profit Magazine. His entrepreneurial experience and business acumen have greatly influenced his leadership approach in the utilities sector. David is also actively engaged in the Kingston community, serving on the Board of Directors for the Kingston Health Sciences Centre and chairing its Governance Committee.

Anthony Martinello

Anthony Martinello is an accomplished financial leader with over a decade of senior experience in Ontario’s electricity sector. His expertise spans credit risk management, generation contracts, distribution and transmission, regulatory compliance, debt securitization, market dispute resolution, and conservation programs.

As Acting Chair and Chair of the Independent Electricity System Operator’s (IESO) pension committee, Anthony led $1 billion in global investments, including the organization’s first real estate and infrastructure portfolios. He currently serves as the inaugural Chief Financial Officer for Ontario One Call, Ontario’s public safety administrative authority.

Anthony has also served on the Board of Directors for the Joseph Brant Hospital Foundation, including as Chair of the Finance and Audit Committee and Treasurer. His extensive background includes senior financial roles at IESO, TD Bank, Deloitte, and PricewaterhouseCoopers. He holds the Chartered Professional Accountant, Chartered Financial Analyst, and Certified Public Accountant designations, and is accredited with a Master of Business Administration from McMaster University.

Ron Chatterton

Ron Chatterton is an experienced energy consultant specializing in nuclear operations, maintenance, electric distribution, commissioning, and project management. He holds the Chartered Director designation from The Directors College at McMaster University and has held leadership positions at Ontario Power Generation, Atomic Energy of Canada, Worley Parsons, and as Principal at Niche Advantage Consulting Ltd.

Ron has served on the boards of Veridian Connections, Elexicon Corporation, and Elexicon Energy, and was Vice Chair of Elexicon Corporation. He played a key role on the Joint Steering Committee during the merger of Veridian Connections and Whitby Hydro, helping to establish a clear and effective governance structure for the newly merged entities, Elexicon Corporation and Elexicon Energy.

He has also contributed significantly to the Organization of Canadian Nuclear Industries as Chair of the Governance Committee and has supported higher education through his work as Chair of the Board of Governors at Durham College and involvement with the Provincial Governor’s Affairs Committee for Colleges Ontario.

Todd Williams

Todd Williams is a management consultant specializing in the energy sector. With extensive experience in regulatory strategy, policy development, supply planning, mergers and acquisitions, rate design, conservation and demand management, and new business development, Todd has supported utilities, governments, and regulators across Canada, Europe, the Middle East, and Australia.

Previously, Todd served as Managing Director of Navigant Consulting, overseeing its Canadian and European utility consulting businesses. He has also acted as an expert witness on various topics including electricity market restructuring, generation valuation, and DSM regulation.

Todd holds a Master of Business Administration from the Ivey Business School at the University of Western Ontario and a Bachelor of Science with Honours in Engineering Physics from Queen’s University.

Randy Murphy

Chief Financial Officer and Treasurer, Corporate Secretary

Randy Murphy is the Chief Financial Officer and Corporate Secretary at Kingston Hydro, where he provides strategic financial leadership. He oversees corporate accounting, external reporting, financial planning and analysis, corporate tax, treasury, insurance, billing, and regulatory affairs.

As Corporate Secretary, he is responsible for ensuring the integrity of and the efficient administration of the company’s governance framework and ensuring compliance with statutory corporate requirements.

With over 30 years of experience in financial leadership, including over 20 years at Kingston Hydro, Randy previously held senior roles in public accounting, specializing in personal and corporate tax planning and corporate reorganizations. He is a Chartered Professional Accountant in Ontario and holds a Bachelor of Commerce with Honours in Accounting from the University of Ottawa.
